On the 7th an urgent telegram dated the 6th
4 p.m. was received by the Kuomintang Municipal Department
of Wu-chang and Hankow from wu Iu, Secretary of the
Political Section of the and Independent Division at
hiu-kian, making a report on the incident. It was only
stated in it that at 3 p.m. that day the Britisa snot
1 workman in Chinese territory, Kiu-xiang and that reat
inaignation had been aroused among the masses, and great
disturbance had been caused. The huomintang Municipal
Department sent a reply telegram asking that full details
might be given, so that steps mint be taken.
The Government has also received a telegraphic
report from Ho Iu Tso, and has convened a Central Joint
Conference, at which it was resolved that telegrams should
be sent to all workmen, merchants and students at
hiu-kiang, telling them that the Foreign Minister will
take all responsibility for entering protests to the
British against the kiu-kiang incident anc. that the mas es in their movements should avoid any direct clash with
the British. It was also resolved that the Central Joint
Conference should wire to the different provinces which are under the Kuomintang Government, warning them to afford proper protection to the lives and property of the British,
and also to the Political Committee at Hu-peh, asking them to
warn the various Districts there accordingly. Further
resolution was made that the constitution of the Provisional
Hankow British Concession Administrative Committee should be
amended, and that the Committee should consist of the Foreign Minister, the Financial Minister and the Minister of Communication, with the Foreign Minister as Chairman. The Committee was declared properly established that very
day, and bean their work at p.m. yesterday.
